It's a tricky thing; first you need the tools. For that, go to Bullseye Crosshairs (think it's a dot-com), where you can get the sprite viewer and the sprite wizard (which you need to make sprites from bitmaps).
Then you need to create a bitmap, in this case, 256 x 256. Each 64 pixel square would hold a custom hair. The bitmap's pallette needs to be edited so that the background color is the LAST color in the palette. How you make the crosshairs look is up to you. Make sure you center them right. The first one's center would be at the 32, 32 position, the next at the 32, 96 position, and so forth.
Then you open the sprite wizard, select your bitmap, create the sprite. Select "alphatest" for the method (this makes your background or last color in the palette transparent). Save your crosshair as "CustomXhair.spr" and place it in Steam/steamapps/email/day of defeat/dod/sprites. Then, you can select the different crosshairs by typing "cl_xhair_style 1" in the console. 1 is the first position, 2 the second, and so forth. You can have up to 16 of them. If you want to go back to the stock hair, you select cl_xhair_style 0.
Attached is the bitmap (converted to jpg in the interest of saving bandwidth) from the one I made for myself, which has 4 hairs; I especially like #1, which is the same hair you would see in spectator mode. #2 is the 3.1 hair, #3 is one from another custom sprite somewhere on this board, and #4 is a single dot (which I don't use cause it's hard to see).
also, if you put the line
vid_d3d "1"
in your config, you can eliminate the shadowing effect on the crosshair (which is quite visible in screenshots).

No, it's got to go in steam.
