Advancing spawns (two specific flags required)

I tried to search everywhere for the answer, but all I got was how to make the basic 'one flag masters spawns'.

In my map, there are two 88 cannons that allies try to destroy. When they both are destroyed, the allied spawns should get a lot closer. So the question is: "how to?"

How do I use two flags as the master of advancing spawns?

Set up relays from each 88 to trigger a master switch, and let that control the state of your spawn flags.

...or so I've heard. I'm not an entity expert, just a wannabe :D

I'm not an expert with these complicated entities like masters and relays. So a little more deep explanation would be nice. =(
