Ttoggling dod_sandbag on/off
I'm toggling my dod_sandbags on/off when the wall they are against is destroyed by targeting the dod_sandbag with killtarget from a trigger_rely. This successfully kills the sandbag BUT it does not reset at the end of the round. All my other entities reset no problem. Is there a better way to turn the sandbag off during a round?

Don't use the 'killtarget' property of the trigger_relay, but the 'Target' property.
This is an example of sandbags destroyable with a bazooka. Adapt it to your wall.
