What do you want to add logo's to?
If you wan't to change a regimental badge on a sleve there are two methods open to you:
1: use Half life model viewer to extract the texture recolour it to so it is you required design import back into hlmv and save this should hopefully work.
2: Create or design a high resolution texture of your logo no larger than 512x512 pixels (though I could be wrong) create a new face on the arm of the model you are editing in milkshape or similar but I can't give you any more info on that method because I'm not a modeler.
If you want to create a spray on logo that you see on the walls ingame open up an image editor create a 64x64 grayscale image draw your design then save it as a bmp file in a folder in your main halflife directory called decals or logos you'll find it quite easily as it is full of 64X64 bmp's
Colour logos are possible use your image editor to create your logo then use wally (a wad program) to make it usable in game there is a pixel dimension limit but I can't remember what it is.
The logo i use is 96X64 or thereabouts.

to make your own spray logo open up the logo's folder it's in the balve folder i think pick any logo you want open it in an image editor eg. psp or photoshop. paint the picture black then greate your design logos in hl have transparency so white is opaque and black is transparent the shades of grey are in between save your finished bmp. Then load up hl goto customise logos dind you logo pick a colour then use in game.
for a sig just create a picture then get someone to host it for you I don't know if there are any file requirements for sigs though
