[TEST] "Real" rain (css)

I got some people asking to do rain like I did the water splashes, and for as far I can remember only CSS is using rain, but if any dod map is using it let me know.

So as you can see on the screenshots it doesnt look good.
The texture for rain is just a small square texture and gets stretched a lot in the game and it's difficult to get it to look right.

But also refraction doesn't work that "good" as you might think.
It doesn't refract like it should in real life, but that is just some techstuff, which I cannot explain.
It's not like give it a "refract" texture and shader and voila you got real "refracting" whatever, it's more to it than that.

Also with the blood effect, the texture of the blood is stretched and deformed and then the refraction effect won't look as you'd like to.
And it is not made for this refraction effect.

For refraction to work propperly it needs to be coded differently.
But that can only be done by making a mod if you want it to work online.
