Spacific skins/voice commands for spacific maps

Hello,
I just wanted to ask if it is possible to set spacific skins & voice commands for each team, for spacific maps for DOD, not DODS. What i want to try and do is make DOD reflect the entire ww2, with some maps seeing the western front (the way dod is now), some the eastern front (with one team being German, the other Russian) and finally the pacific war (america vs japan).
If anyone can let me know if this is possible that would be great.

There is already an East Front Pack for DoD 1.3, but I can't post a link here because the pack contains content from Call of Duty.
