Well, you could start here:

Valve Dev Wiki (http://developer.valvesoftware.com/wiki/Category:Level_Design)

Look for the "Getting Started" or the "Your first room" tutorials. Other than that, you just have to start, fool around with Hammer, trying to learn increasingly more advanced techniques.
