Are you using PS? Why would you want to do this? Have you tried fiddling with the Levels, Brightness and Contrast controls?

Looks like you're trying to use the environment map to add shine but haven't masked out or lost the alpha channel to tell it where and how strong to apply it to the original texture.

I ran into the same problem
You have no alpha channel working in your VTF file, but you are specifying one in your VMT.
1 of 2 reasons:
1) You didn't add an alpha channel. A REALLY simple alpha channel -
in Photoshop, in the layers panel click on the channels tab. Duplicate the blue channel. Rename Alpha. Invert it. *POOF* you now have an Alpha channel.
2) You added an alpha channel, but you saved the VTF in the wrong format. Use the DTX5 format and make sure the "8-bit alpha channel" is checked off
