Issue with Installing custom skins

I read the readme's that come with the custom skins, weapons models etc. and follow them correctly by putting the files in the correct folders but they don't show in the game....Now for the original dod I had to create the the folders for my custom files. For example I had to make a model folder, then a player folder, then the axis-inf folder etc. and then drag and drop my custom skin file into the folder. Sounds weird but it was the only way I new how to get it to work. But I am not sure what you have to do to get the skins to work for dod:s. My main problem is I am trying to change the german scope. The custom file is no longer a sprite like in the old dod, its a .vtf or something like that. And the readme said put in the materials folder but that didn't do anything. Any ideas?
