i just reinstalled smallhill_beta2c and deleted the old bsp and the bsp.ztmp and when i change the server the that map it locks the server up. So I went back into the ftp for the server and noticed that it did not create a new bsp.ztmp for smallhill_beta2c. I have the bsp on the server but no bsp.ztmp.

Am i correct in saying that this is a file that is auto created by steam? Or by the map makers?

and if anybody has the bsp.ztmp file for this map please sent it to me. ASAP

I don't have any .ztmp files on my server. They've never been created as far as I can see.
