[WIP-Skin] Steam Source Charcoal - new steam GUI skin

This skin is for the new GUI of Steam and is based on my DODS Charcoal Steam Skin which was previously released on these forums. This is still a "BETA version" in my opinion because some small things need changing - but I figured I'd get it out to you guys. Please keep looking for updates here and at http://easycodod.honortolkien.org/dodskin/
