Have a look at the 'Garand black marks wtf?' thread or one of the others for a fix.
We need the black lines problem solution stickied up the top i reckon, not that anyone reads teh stickies.
Vash.

If I'm not mistaken...couldn't it be a problem where the skin isn't actually connecting to the other parts of the skin?
If so...you just need to extend the problem points or just move em around...
I hope ya get what I'm saying...not the easiest thing to describe...

If not, then it may be using one of the lower resolution mip maps (which are misaligned).
From the looks of it, you're not using these high quality settings because the detail is all blurred (due to the scaling).
You can also try mat_mipmaptextures 0 (1 is default)
= solution (kind of). A real solution would be making every mip map aligned with the also-scaled uv map summat
(also note the misalignments on the BAR)
You can also try and hide it by making your cloth base the background instead of black.

or, as someone else said, search for and downlaod the .vtf plugin for photoshop, I believe someone said that converting the .vtf to .tga to edit it causes this problem, but editing the .vtf itself doesn't.
