error while opening up the gcf file

i got this error
failed to map gcf file to memory
make sure file is not open and that steam is not running

??? whats this?
ps my steam is off

if your computer has multiple accounts, make sure that steam is off in all of them.

And make sure you have the latest version.

hit control+alt+delete then under processes tab, end process to all the steam ones.

plus after you shut down steam, you might want to wait five minutes before going into gfcscape.

Latest version of GCFScape lets you open a GCF while steam is still running.
