Okay, if you're using STEAM, you should first unpack all the files from the .gcf file.

Download the program from:
Nem's tools homepage (http://nemesis.thewavelength.net/index.php)

Here's tutorial from Mardymouse.co.uk (http://www.mardymouse.co.uk/modules.php?name=Content&pa=showpage&pid=1) how to unpack the files.

Then, you should get Hammer to work. Mardymouse.co.uk has a good
explaination (http://www.mardymouse.co.uk/modules.php?name=Content&pa=showpage&pid=3) too.

Then familliarize yourself with hammer.
Read alot of tutorials (http://countermap.counter-strike.net/Tutorials/).
Countermap has some good ones. Use googlesearch or the forumsearch button for specific questions.

Then, finally, familliarize yourself with programs wich could come in handy later on:
- spriteviewer (no website found, tho googlesearch will provide dl-links)
- Jed's Half-Life ModelViewer (http://www.wunderboy.org/3d_games/utils/hlmv.php)
- Wally (http://www.telefragged.com/wally/)

Keywords: read, read and read more.
