Someone showed a bunch of unskinned models they were working on back in 3.1, and one of them was a baby garand that looked very cool. Did that ever go anywhere?

I might be mistaken, but couldnt you just rescale the default garand and get the baby garand? seems too simple to be true but hey, its worth a shot :)

Hmm technically I guess. Some parts would have to remain full sized but the barrel and stuff could be shortened...

Well, not exactly. If I understand right, the tanker Garand is a just a normal Garand with the center wooden section removed and the barrel shortened accordingly. I think that's what they are anyway.
