Respawn until entire team is wiped out at once, then round ends?

I'm making a silly custom "fun" map. It's basically a wide open area. What I want is for people to keep respawning as normal after they die, but if all players on one team should ALL die and be placed into the respawn queue at the same time, I want the round to restart (and if possible, give the opposing team points and play the win music).

Is this possible? If so, any help is much appreciated.

I doubt its even possible for everyone to die at the same time.

Not impossible just rare, 5/5 its possible, but not on most pubs.

Just create a capture_area entity that covers the entire map??

But as mentioned earlier, it would be hard to capture such a large area. BUt i guess it depends on your map design and you could always alter respawn times with info_doddetect or use a map .cfg.

That has Target for IN players and TARGET for OUT players. It only works individually for the players (optionally of a particular team) that exist outside and inside the zone when that entity is triggered. It's different from a dod_capture_area where if an opposing team exist within that zone, you can't capture it. The purpose of game_zone_player is usually to trigger it when a capture_area is captured. Players of the capturing team that happen to be inside the game_zone_player would trigger the Target for IN players, which would be an env_score entity. Thus, those players individually earn points as well for being in the area where the capture_area was captured.

set the respawn timer to something significant, like 15 seconds.

And it works very well. Actually you can do pretty amazing things with gameplay entities.
