How high you place the entity won't matter of it's orientation anymore, it just goes by the settings in it, so make sure it's within the bounds and it's usually best to be sitting in the middle of the air wherever is easiest to find for frequent tweaking.

make sure you're using sky textured brushes too...that's where light_env sources are. Try it with a light and light_spot as well to see if it's just one entity and not all light in general.

what fdg are you using? is the light env placed in a sky brush or another brush?
Also in nems batch compiler have you enabled csg, rad, vis etc?

Enter pitch value -60 in Attributes section of light_environment entity.
If it doesn't work post compile log and screenshot from Hammer (3d view) showing your light_environment entity and some area with sky nearby.
