Well, i created the following situation:

Player enters a shootingrange and has to destroy 3 signs, when he destroys the last sign (random order), a part of the wall breaks out (simple door ;)) so here is my opinion



have a look at the txt and tell me whether this could work ...
or if there is another way to realize this .. :) thx in advance

Im not sure I understand your "drawing" but I would have set your targets to be func_breakeable and have them trigger a game_counter. When the game_counter has reached 3 you make it trigger the door.

No need for multimanagers from what I can see...
