What program do i need to do it to changed the textures...

I think HLMV works, but you're better off using Milkshape.

Milkshape will require you to decompile the model and then recompile it.

HLMV lets you export the texture from the model as a BMP, edit it and then re-import it into the model without decompiling.

Yeah, but if it's misaligned you'll have to decompile, change, align it properly, then recompile.

HLMV is what i use.
its quick, no compile/decompile craap

i rarely get alignment errors.

Maybe you mean skin? If you only want to modify the skin, then use Half-Life model viewer which is much easier. If you actually want to modify the model itself, you will need milkshape plus learning the decompiling, compiling etc..:)
