Preventing a team from picking up weapons

I'm trying to make zombie style gameplay map for fun, I've managed to set it up so that axis spawns with a shovel only, and allies spawn with a pistol and knife. There is also weapon stations scattered around the level which give the player a real weapon with limited ammo. Right now I've hit a roadblock.

I want it so that the Germans never can hold a gun, I'm not sure if this is possible. A second approch which I have tried with little luck is to prevent guns from being dropped (or to have them teleported away as an allied is killed). I'm not too sure if it is possible at all so I wanted to ask here before just dealing with it and maybe make it so the player is weapon stripped and given the shovel like every 30 seconds or so.

Also as a side question, is it possible in the map design to set the team limits uneven? I think if there were 1 allied to 5 germans then there'd be some fun frantic gameplay as the allies try to survive.

very very possible! do you need help with this? as for the other stuff, it can only be accomplished with server mods. or you may want to map for hl2dm or Garry's mod, both have many zombie maps that are loved by the community.

Manually removing all weapons to prevent axis from keeping guns it might have picked up is easy enough to do fortunately (thanks to your excellent tutorial, so thanks very much for that). I actually have some dreams of making a HL2 Multiplayer Mod that stems from things I want to accomplish with this map, but baby steps =p.

i think you will be forced to manually remove the weapons every so often. and the challenge is to make it as unobtrusive as possible.
