First off, from what I understand, you DO NOT want to use the carve tool, especially for making ruts.

Here is a link of a quick google search.

I try carving again (i sues carving and i was working) but when I try to carve smalls ruts it seam it's not working

For displacement its the same OK for ground effect like hill but how to create displacement for just 32 units large ??

I think you're thinking too 'realistically'. Honestly. the last thing a player wants in a game of DOD is to be sticking on bits of brushwork in the ground. And some players seem to love the ground so much they spend all the game-time hugging it - don't give them stuff to hide in / behind.

Concentrate on making the ground look right for the mixture of grass and mud.
Consider Argentan. The tracks are modelled, but the sleepers are just graphics... and who notices...?

If your map is going to be any playable and large, you don't want to waste poly counts on such detail. An overlay (it's available) will do well.

Will go for overlay but need tuto for this particular case

Or just learn how to use displacements properly...you should be using them anyway for your terrain.
