Help with dod_bridge2

Well, I got dod_bridge2 to run on our 3.1b server, but it's not perfect. This map was made for 1.0 retail, so I'm thinking that might have something to do with it.

The problem is that the Allied cannot seem to blow up the bridge. I playtest it in LAN and stand over the target with a satchel, but nothing happens. If I move closer to the Axis side, I die from spawn-protection.

The Axis can, however, capture the plans and win the map.

Does anyone know how to fix this? What could it be that's missing?
