Face Question

What's the best tool to use for adding dirt to faces, and how do I go about using it?

use Photoshop, PaintShop Pro or so...

use Half Life Model Viewer to export textures, modify them with Photoshop or whatever and import them

Okay, I posted that at 1:30ish in the morning. I do use Photoshop, what I meant was what tool in Photoshop should I use. I fogot to throw that in. I guess that's what I get for being a DoD addict.
