Targa files are image files, meaning they're 2D. MDL files are HL model files, meaning they're 3D. In HLMV ["Half-Life Model Viewer"--search for "Chumbalum Soft" on Google.com], you can make renders of models that are saved as TGA files [but if you even move your mouse, the render is saved incomplete; it's easier to just hit the Print Screen button and paste in a graphics program if you want to avoid that].

It -is- possible to export the BMP textures on MDL files using HLMV [then open in a graphics program and save as TGA format], but [if you're going to be using custom models] I would very, very strongly recommend that you ask whoever made them for permission to do so. And if they're default models, well, I'm not clear on the EULA for HL and/or DoD, so I would equally strongly recommend reading up on that to see if you can use DoD dev team's models or skins in your project.

Either way, be sure to provide copious amounts of credit for anything you use that anyone else made. The alternative can lead to heavy emotional trauma for all involved. And yes, I'm very serious about giving copious amounts of credit.
